The guidelines for environmental permits, hazardous waste disposal,
and other environmental protection standards in the Eastman region
are generally under the jurisdiction of the Province of Manitoba.
The provincial departments of Natural Resources and the Environment
have been merged to form Manitoba Conservation. Air, water and
hazardous waste permits are the responsibility of the
Environmental Approvals Branch.

Water
Most developments involving withdrawal of water, discharge of
treated wastewater, or involving other potential environmental
disturbances, require one or more licenses from provincial
authorities:
All withdrawals for other uses such as municipal, industrial and
agricultural purposes require a Water Rights license. A Water Rights
License is required for withdrawal of water for domestic use beyond
25,000 litres/day. Further information on the Water Rights licensing

Most developments, including those discharging treated wastewater to
the environment, require a license under the Manitoba Environment
Act. Further information on the Environment Act licensing process

Other approvals from Manitoba Conservation may be required depending on the
circumstances. (i.e. projects infringing on Crown lands)
Air
and Hazardous Waste
Both air and hazardous waste permits are not subject to a waiting
period while approval of an application is completed because the
regulations are included in the operating license. A water permit
does have an average permit approval time of approximately 3 months
to 2 years depending on the project and other factors.
* In addition to waste oil, some of the above
noted companies also handle certain other types of hazardous wastes.
Furthermore, hazardous waste carrier licenses have been issued to
additional solely for the transport of hazardous waste.
